I'm Bill Spence and I am running for Gilbert Town Council! I have decades of proven leadership, and a common-sense, data-driven approach to finding solutions. I call this Logical vs Ideological Leadership. Every Gilbert resident has value, a voice, and deserves to be heard! I know that there is a lot to read here but you will see that I have a proven record of putting Gilbert's interests first and executing a shared vision to keep Gilbert the most prosperous "town" in America!
When it comes to business issues, how do you rate the candidates?
As a third generation Arizona native, I understand the successes and failures of growth throughout the valley. I have earned a strong reputation for working closely with residents, Town staff, and developers to derive win-win-win solutions that benefit all parties. I have a perfect voting record in opposing new High Density Multifamily (MFH) Apartment Housing and I'm committed to aggressively challenging requests to build more high-density apartments. While every request will be throughly reviewed, maintaining Gilbert’s “small town” feel while enjoying the economic benefits of strategic growth is vital and must be considered with every decision. After all, we are the biggest “small town” in the country and we must hold on to our charm and values.
I am a champion for our Police and Fire Departments. They are among the best in the nation and it shows!! We are the SAFEST TOWN in Arizona!! I support a well-trained, diverse, and properly equipped group of First Responders. Our safety AND their safety is paramount!! I am proud to have been endorsed by Police and Fire! Gilbert demands and deserves the gold-standard service provided by our First Responders. When our safety and our lives matter, Gilbert First Responders are there for you!!
Gilbert has the lowest combined tax rate of any city in the region. Gilbert does not have a primary property tax and I will continue to vigorously oppose any attempt to institute a primary property tax. Additionally, I am opposed to any increase in our secondary property tax rate. I support strict fiscal scrutiny and adherence to the best practices that have brought prosperity and financial strength to our town.
Water, roadways, and reliable services are of the utmost importance to our quality of life and economic vitality. I helped to develop and implement our Capital Improvement Plan that supports a vision that spans the next 80-100 years. We don’t know what the future holds for Gilbert, but we can build smartly today so that we are ready for anything. We should be proactive and efficient with our road maintenance and build our infrastructure in ways that accommodates future innovations and technology rather than the costly “knock down and rebuild” strategy that we have seen elsewhere.

In March 2020, I was selected from a pool of 105 applicants and appointed to Gilbert Town Council by a unanimous 6-0 vote to fill the vacancy left by Councilmember Eddie Cook. In addition to regular council duties, I also served as liaison to the MAG Regional Domestic Violence Council, Gilbert Parks and Recreation Committee, and helped create the Gilbert Veterans Advisory Board.
I spent nearly 24 years serving my country as a Nuclear Engineering Officer on submarines and aircraft carriers. I was entrusted with the lives of thousands. I know what it takes to complete the mission under the most extreme conditions. It takes knowledge, experience, communication, and leadership!
